NICEM, the Research Facilities for All of Us
The National Instrumentation Center for Environmental Management(NICEM) was established at the College of Agriculture and Life Sciences, Seoul National University on November 25, 1992 as the centralized research facilities for agricultural and environmental sciences and biotechnologies
NICEM has strengthened its research capacity greatly by procuring state-of-the-art research equipment equivalent of approximately US$ 14,000,000 financed by the IBRD loan projects (LN3612-KO and LN3693-KO) in 1994-1999.
Since 1998, the Ministry of Education and Human Resources Development(MOE) of Korea has provided the operation budget of NICEM to facilitate its roles to promote a more rational and efficient use of expensive research equipment. Furthermore, MOE has launched a financial support program in 2000 to provide NICEM with additional budget of approximately US$ 1,000,000 a year to upgrade research equipment.
Currently more than 50 full-time staff members are working at NICEM and more than 15,000 people utilize its equipment every year, generating over US$ 3,600,000 of equipment use fee. The most encouraging fact is that about 40% of users are from more than 300 organizations outside of the campus, which indicates successful accomplishment of NICEM as a nationwide research-and-education support institute. NICEM aims at upgrading research capacity of agricultural and veterinary colleges in Korea. By placing emphasis on both environmental and biotechnological aspects in agricultural research and education, NICEM will ultimately make a great deal of contribution to upbringing superb human resource in agricultural sciences and technologies, and establishing sustainable agriculture in Korea. NICEM has committed itself to quality service for equipment users and to reliability of data from various measurements and chemical and biological analyses, and will continue to do so in the future.
